Es un ingeniero en telecomunicaciones que también ha realizado estudios sobre desarrollo. Carlos trabaja en proyectos de conectividad rural en zonas con escaso o ningún servicio desde hace más de 10 años, al principio con la Fundación EHAS (www.ehas.org) en América Latina, y hace poco como uno de los fundadores de Zenzeleni Networks, una proveedora comunitaria de servicios de internet que ofrece servicios de comunicación accesible en la zona rural de Cabo Oriental, Sudáfrica. Gracias al análisis realizado para definir Zenzeleni Networks, se convirtió en uno de los principales expertos en cuanto al movimiento de redes comunitarias en África, donde participó en el tendido de otra red comunitaria en Namibia, así como en el mapeo de las iniciativas de redes comunitarias del continente y la coorganización de las dos primeras ediciones de la Cumbre de redes comunitarias de África. También participó en el proyecto LibreRouter, cuyo objetivo era crear soluciones de software y hardware para facilitar el tendido de redes comunitarias.

Is a telecommunication engineer with a background in development studies. He is the Community Networks lead at the Association for Progressive Communications. He has been involved in rural connectivity projects in underserved areas for 13 years, initially in Latin America, working with the EHAS Foundation interconnecting rural clinics with reference hospitals in the Amazonian jungle and the Andean range, and more recently as one of the founders of Zenzeleni Networks, a community-owned ISP providing affordable communications in rural Eastern Cape, South Africa. In studying how to scale Zenzeleni Networks, he has participated in the deployment of another community network in Namibia, mapped the community network initiatives in Africa, co-organised the first three editions of the Summit of Community Networks in Africa, and authored an in-depth report on the topic. In Southern Africa, he has also contributed to different public policy processes, participating in written submissions in South Africa, Zimbabwe, Kenya and Uganda, in parliamentary and other public hearings hearings; writing policy briefs for the South African's Department of Science and Technology and the Department of Telecommunications and Postal Services; and providing training to regulators and policy makers from Southern (CRASA) and East (EACO) Africa. In all cases with the aim to create a more enabling policy and regulatory framework for community networks and small operators. In this line he has recently co-authored a report analysing "Innovations in Spectrum Management" implemented in seven different countries, 3 from Latin America, that could contribute to making universal affordable access a reality.
